Rose doesn’t know how far she can push him. New regenerations are always different in small personality quirks. In the past he’s been very awkward about romantic encounters. She’s just unsure. Rose cares for the Teacher and doesn’t want to ruin things by making him feel uncomfortable or anything of the sort.
